I don't think the Metro folks care at all, because the transit cop checking everyone's tickets didn't say a thing. I have to also comment that I've been to SF twice recently, and both times saw several people taking pets on leashes on the trains and buses - both on Muni and BART. I think you should just be responsible for your pet - if you can't control it and it bites someone, you get a ticket, pay their medical bills, and are held responsible. I also like how many pet friendly restaurants there are now in Phoenix - Cibo, Local Breeze, Cheuvront, etc., etc...
